## HazardPulse is dual-licensed

### Open Source (AGPL-3.0)

HazardPulse source code is available under the GNU Affero General Public
License v3.0 (AGPL-3.0). This means:

- You may view, modify, and use the code freely
- If you deploy HazardPulse (or any derivative) as a network service,
  you MUST release your complete source code under AGPL-3.0
- This includes any modifications, integrations, or systems that
  incorporate HazardPulse components

### Commercial License

Organizations that cannot or do not wish to comply with AGPL-3.0
requirements may obtain a commercial license. This includes:

- **Weather companies** using HazardPulse features in proprietary forecasting
- **Insurance/reinsurance** firms incorporating predictions into risk models
- **Government agencies** deploying operationally without open-source obligations
- **Emergency management** organizations integrating into warning systems
- **Any commercial use** that cannot meet AGPL-3.0 source-sharing requirements
